State tobacco control advisory boards – 11/23/11

Q: Which states/territories have a formal advisory board for their tobacco control program that is set up in an official manner through their Department of Health? Who appoints members? What is the makeup of the advisory board? If the advisory board has a webpage, please include a link so that we can learn more.

A:

  1. Alabama: The Alabama Tobacco Control Program does not have an advisory board.
     
  2. Arizona: In Arizona we have a formal advisory board called the Tobacco Revenue Use Spending and Tracking (TRUST) Commission. These members were appointed by the state legislature in 1996 and new members are recruited through a nominating committee, presented to the Director of the State Health Department and then approved by the Speaker of the House of Representatives and President of the Senate.
     
    The makeup of the advisory board consists of professionals that have expertise in the following areas:
    • Public health services
    • Programs relating to tobacco use cessation or tobacco addiction
    • School-based tobacco education programs
    • Marketing or public relations
    • Research and evaluation of public health programs
       
    The TRUST does not have a formal webpage, but minutes from previous meetings and other information can be found here.
     
  3. California: The Tobacco Education & Research Oversight Committee is the advisory committee of the California Tobacco Control Program.   4. Colorado: Colorado has a formal advisory board set up by state statute. The formal name is the Tobacco Education, Prevention and Cessation Grant Program Review Committee, but it is often shortened to the “Tobacco Review Committee.” It is administered by the Prevention Services Division within the Colorado Department of Public Health and Environment.

  5. Florida: Florida has a 23 member advisory council which is in statute 381.84. Click here for an overview of the members, their appointment and responsibilities. The advisory council was established in 2007.
     
  6. Hawaii: In Hawaii, a Tobacco Prevention and Control Trust Fund was established in 1999 (Act 304) by the Hawaii State Legislature. The Trust Fund receives a percentage of the annual distribution from the Master Settlement Agreement. At one time, that percentage was 25%, now it is down to 6.5%, although that has been suspended for 2 years. The Trust Fund has an advisory board which advises the Director of Health on the strategic considerations for allocation of Trust Fund dollars. Appointments come from the Governor as well as from the Legislature, and there is also a voting seat for an ex-officio member representing the Board of Education. The group does not have a direct relationship to the CDC-funded program within the DOH.
     
  7. New York: The Tobacco Control Program Advisory Board was established in 2000 by the New York State Legislature in Section 1399-ii of Public Health Law. The role of the board is to advise the State Commissioner of Health on tobacco use prevention and control issues.
     
    The board is comprised of 17 members. The Governor appoints nine; three are appointed by the Speaker of the Assembly; three by the Senate President Pro Tem; and one each by the minority leaders of the Assembly and the Senate.
     
    The Governor designates the chairperson of the board from among the members of the board. Members are appointed to terms of two years, and receive no compensation for their participation.
     
    The NYS Tobacco Control Program website does not contain any information regarding the advisory board.
     
  8. Oregon: Here is some information about Oregon's Tobacco Reduction Advisory Committee (TRAC): a copy of Executive Order No. EO - 97 – 10 which created the committee and a list of current members.
     
  9. South Dakota: The state of South Dakota has a formal Tobacco Control Program Advisory Committee. Our program staff recommends new members, and those recommendations go up the chain of command to SD-DOH’s Executive Management for approval.
     
    Our Advisory Committee is made up of individuals working on tobacco prevention in various areas such as American Indian communities, medical and dental professions, schools, and partner organizations such as the American Cancer Society and the American Lung Association. Other state agencies such as the Department of Social Services, the Department of Education, and the Department of Human Services also have a representative serving on our Advisory Committee. We have quarterly conference calls and one face-to face meeting each year.
     
  10. Vermont: In Vermont this isn't through the Health Department, but through our Agency of Human Services. Please refer to the section of Vermont law that had the governing statutes and the Board's website.
     
  11. West Virginia: West Virginia’s Division of Tobacco Prevention does NOT have an official Public Health Advisory Board.
