A novel approach to estimating the prevalence of untaxed cigarettes in the USA: Findings from the 2009 and 2010 International Tobacco Control surveys – Tobacco Control. Analysis of data from the 2009 and 2010 waves of the International Tobacco Control United States Survey found that one in five cigarette packs were untaxed with rates higher in states with higher excise taxes. The authors propose harmonization of excise tax rates across all fifty states to reduce or eliminate the incentive to avoid or evade these taxes.

Great American Smokeout an opportunity for Congress to decrease national tobacco burden by increasing the federal cigarette tax – American Cancer Society Cancer Action Network (ACS-CAN). A statement from John R. Seffrin, PhD, CEO of ACS-CAN, calls on Congress to pass a 94-cent cigarette tax increase. Dr. Seffrin says such a policy would reduce the number American adult smokers by 2.6 million over 10 years and save $63 billion in healthcare costs while generating more than $78 billion in additional tax revenue.

Next tobacco war battlefield: Cigarette smuggling (CA) – San Francisco Chronicle. California, a state that last raised state tobacco taxes in 1998, loses an estimated $182 million in tax revenue annually due to cigarette smuggling. A proposal submitted to the Attorney General’s office for approval for the 2014 ballot seeks to increase cigarette taxes by $2 per pack to make up for this revenue loss, but Proposition 29, which sought to raise taxes by $1 per pack, was defeated by less than one percent of the popular vote last year as tobacco companies advertised heavily against the proposition.

Cigarette tax avoidance and evasion: Findings from the International Tobacco Control Policy Evaluation Project – Tobacco Control. Survey data from 16 countries from around the world found that cigarette tax evasion varies substantially among different countries, from around 10% or higher in Canada, France, and the UK, to much higher in Malaysia.
