Addressing Tobacco Pricing Policies: A Toolkit for Tobacco Control Program Managers
This new toolkit from the Tobacco Technical Assistance Consortium (TTAC) addresses the needs of tobacco control program professionals in state health departments who are working to reduce tobacco use by raising the cost of tobacco products. Research shows that increasing tobacco prices is one of the most effective approaches for decreasing tobacco consumption, especially among youth. Recognizing that every state and territory has its own unique political culture and environment, this kit contains a collection of tools that will provide practical support in strengthening tobacco-related pricing policy. Effectiveness of tax and price policies in tobacco control
A review of the strength of evidence on how pricing policies affect tobacco use has found that increased tobacco excise prices are effective in reducing overall tobacco consumption and prevalence of tobacco use. During a six-day meeting at the International Agency for Research on Cancer (IARC), twenty experts examined peer-reviewed reports regarding tobacco pricing policies and their effects, using consensus to evaluate eighteen conclusion statements. The experts’ consensus supported twelve of the eighteen conclusions; the remaining six either had strong (four statements) or limited (two statements) evidence. The experts agreed that there was sufficient evidence to conclude that increased tobacco taxes and prices reduce overall consumption and improve public health by preventing initiation and uptake among youth, promoting cessation among current users, and decreasing consumption among those who continue to use.
