How to make state cigar tax rates fair and effective
The Campaign for Tobacco-Free Kids has released a new fact sheet that encourages legislators to increase cigar taxes. Like cigarette smoking, cigar smoking has been shown to pose health hazards. Yet, legislative policies largely do not reflect this research; in most states, taxes on cigars remain considerably lower than cigarette taxes. Three states do not tax cigars at all. This fact sheet from CTFK makes the case that cigar taxes can protect kids from becoming smokers, and encourages tobacco cessation rather than tobacco product switching. The fact sheet also includes steps that states can take to increase state tax revenues and reduce the attractiveness of cigars as a low-cost alternative to cigarettes. NH cig tax rises to $1.33 (NH)
After New Hampshire legislators passed a conditional tax increase that hinged on $50 million in cigarette tax revenues being raised to keep taxes down, tax revenue has fallen $2 million short. This means that New Hampshire’s cigarette tax has officially increased by 25 cents to $1.33. According to reports, the tax increase has not caused much concern among smokers or retailers about cigarette costs, particularly since the cigarette tax in the bordering state of Massachusetts is $2.51—nearly double New Hampshire’s newly increased excise tax rate.
