State & Territory Tobacco Disparities Strategic Plans and Case Studies
In 2001 the Centers for Disease Control and Prevention, Office of Smoking and Health (CDC/OSH) provided supplemental funding to enhance the capacity of health department tobacco control programs to identify and eliminate disparities related to tobacco use in population groups. The pilot project was launched in 2002 and included technical assistance and three multi-day trainings and conference calls to state grantees.
Guidance for strategic planning includes the following five steps:
- Step 1: Getting organized by forming a workgroup to collaborate with the state health department (SHD) project team.
- Step 2: Taking stock by conducting a comprehensive study of disparities in the state.
- Step 3: Setting direction by developing strategic planning goals and strategies.
- Step 4: Adopting and refining the plan by writing it for the appropriate audiences and getting it endorsed by the workgroup and SHD.
- Step 5: Preparing for action by marketing the plan to potential partners, developing action steps, and ensuring a continued role for the workgroup.
Below are links to complete plans developed by states as a part of this initiative along with case studies addressing the state strategic planning process to use as resources as States develop a tobacco disparities strategic plan.
