Sample RFPs - Tobacco Retailer Licensure – 12/16/09

Q: The Ohio Tobacco Use Prevention and Cessation Program would like samples or models of statewide Requests for Proposals to address tobacco retailer licensure and/or any areas of youth access. Local-level tobacco retailer licensure RFPs are especially of interest. If you have local (county or city) RFPs for this purpose for statewide expansion, that would be useful as well.

A:

  1. Alabama: Sorry, we don't have anything in terms of an RFP to contribute to help Ohio.
     
  2. California: Below are some website links that you may find useful:
     
    • The California Tobacco Control Program’s STORE Campaign website’s New & Updated page that includes a link to a PowerPoint presentation on tobacco retailer licensing provided at a national conference this year. Please note: in the Training section of this website are links to numerous training presentations on licensing that we have provided to our local project staff over the years. Feel free to browse!
       
    • CTCP’s Tobacco Control Funding Opportunities webpage
       
    • Public Health Law & Policy’s Technical Assistance Legal Center’s (TALC’s) website, http://www.phlpnet.org/talc, which contains model tobacco retailer licensing policies and other helpful tools for local projects working on tobacco retailer licensing adoption and implementation. CTCP funds TALC to provide legal technical assistance to and training for locals.
       
  3. Iowa: Tobacco retailers in Iowa must apply for a tobacco retail sales permit annually, but there has never been an RFP issued for this purpose. The permit process is in statute. The tobacco division is responsible for enforcement of the statute, and we are the recipient of those sales permits. We contract with Alcoholic Beverages Division to conduct those checks, so no RFP is or ever was necessary.
     
  4. Texas: Attached is the application form that is used by the Texas Comptroller of Public Accounts to license tobacco retailers. Click here to download Texas Application for Retailer Cigarette, Cigar and/or Tobacco Products Taxes Permit.
     
  5. West Virginia: WV has never issued RFPs, RFAs, RFQs, etc. for tobacco retailer enforcement (these are done through two State agency contracts and supported by WV State Police).
