Reports on individual
Quitline callers – 10/3/05
Q:
I've heard of other states providing organizations
that refer large numbers of Quitline callers aggregate reports
on the status of the people they've referred, but was wondering
if anyone is providing reports on individual patients referred
to the Quitline to their health care providers. We are considering
doing so but know that there are HIPAA considerations involved.
We'd be interested to hear of other states' experiences, lessons
learned, etc. before we tackle this one.
A:
- Alabama: We will only be providing individual
reports through our fax referral system. Please contact
Brooke Thorington, Quitline Coordinator, (334)206-3830,
for information regarding HIPAA compliance.
- Michigan: We fax one-page enrollment
notifications and progress reports at 6 and 12 months post
enrollment to physicians for quitline enrollees who are
members of health plans. These health plans promote the
quitline and pay a portion of the cessation program fee.
We have a service agreement with each health plan given
this arrangement. The contract includes a business associate
agreement which states that the health plan and the quitline
service provider can share member level data that is relevant
to operations.
- New Hampshire: In NH, due to the cost
of generating specific reports, If a particular provider
practice wants information, they may approach the contractor
with their request for information. However, the contractor
attaches a fee for service to these providers, as it takes
time and expertise to drill down to the individual level
for these reports.
- Rhode Island: Please contact Janet Van

- Texas: You do need to have the ability
to get the information on the Quitline fax referral to health
care providers. It can be difficult to get the time with
an office person to explain the process. Medical and dental
offices get so many reps who want time, some just want you
to drop off the material, which doesn't work well with this.
- West Virginia: WV Tobacco Quitline has
a large database that can generate aggregate reports, but
not on the status of individual enrollees.
