Evaluation of Quitlines

Q:
Have you ever used an outside evaluator to
evaluate your quitline vendors and quitline operations. If
so, who?
A:
- Alabama: we launched out Quitline in
April and we have just received our first report. We plan
on sharing the report with our Program Evaluator (from our
core CDC funded program) to see if he picks up anything
we missed. We will also rely heavily on the North American
Quitline Consortium's publication (just out at the preconference
at the National Conference) and the CDC's blue Quitline
handbook for guidance.
- Nebraska: In the past, we have worked

We also contracted with a local research company to evaluate
quality of quitline services using "Mystery Shoppers"
as participants. That was conducted by:

- New Hampshire: No evaluation yet. We
have not had stability in this area as of yet.
- Oklahoma: Independent evaluators from
the University of Oklahoma, College of Public Health (OUCOPH),
conduct the Oklahoma Tobacco Helpline evaluation. Through
an authorized data sharing agreement, client data are transferred
to OUCOPH at regular intervals. The OUCOPH conducts a three-month
follow-up survey of a random sample of helpline clients
to assess satisfaction with services and quit attempt. Six
and 12-month follow-up surveys are conducted on the same
sample to assess prolonged abstinence and quit attempts.
In addition, the OUCOPH collaborates with the research and
evaluation staff within the helpline provider agency, to
ensure consistency of methods and enhance the validity of
findings.
- West Virginia: our Quitline has an independent
evaluator from our state. Contact information can be obtained
from Partners in Corporate Health (our WV Quit Line Vendor),
who actually contract with this individual for the evaluation
services.
