Help Your Peers: State Methods for Paying Quitline Contractors – 2/26/07
Q: How do states pay their Quitline contractors? Is it a flat rate, cost per call rate, or other? Arkansas is very interested in how many states pay cost per call and any other relevant information regarding payment method.
We will need a response as soon as possible- No later than Monday morning if possible. (Our branch chief is meeting with the Dean of the UAMS College of Public Health along with our Quitline Contractor and she's interested in sharing this information).
A:
- Idaho – Idaho QuitLine pays National Jewish Medical and Research Center with CDC supplemental funding. National Jewish charges for the following: intake calls, counseling calls, monthly operating and program evaluation fees (to include: TTY fees, computers/lphone/software, travel, T1 access fees, educational materials, postage, proprietary software licensing feeds, and physican marketing program).
- Illinois – The Illinois budget has an appropriation line to fund the ALA of Illinois/Iowa $1,000,000 to operate the Illinois Quitline (1-866-784-8937). The ALA grant is reimbursement based on an approved budget.
- Iowa pays a flat rate for their quitline.
- Missouri – Missouri is cost per call. We contract with Free & Clear for an amount not to be exceeded. They let us know our balance at the end of each month, which helps us determine whether we should promote the Quitline to generate more calls and if so, to what extent it should be promoted.
- Nevada – The Nevada Tobacco Users’ Helpline (Nevada’s statewide Quitline) is funded through the Fund for a Healthy Nevada (MSA funds) and the State of Nevada Tobacco Prevention and Education Program (CDC funds) in the form of sub-grants and/or contracts at a flat rate.
- Ohio – Ohio pays on a cost per call basis.
- Oklahoma - Oklahoma pays our vendor on a Price Per Call Completed basis. It is important to note that "price" per call and not "cost" per call. The price is something we negotiate but may be more than just actual cost. Also in our budget we have prices for the NRT products, and we have a line item for Program Development, so that we can address some needs that may not fit into the Call or NRT categories.
- Oregon - In Oregon, we pay on a cost per call basis. We pay for different levels of service (proactive calls, NRT) depending on the needs or eligibility of the caller.
- Utah - Utah pays per call, with different per call prices depending on the level of service provided.
- Virginia – Virginia does cost per call. We are then invoiced monthly regarding calls and quit kits mailed out.
- Wisconsin - In Wisconsin we set up our contract to pay specifically on a cost-per-completed call basis, with different prices for different kinds of call services actually provided.
