Disparities Coordinator

Q: We are planning to establish a new position
for a disparities coordinator. Please forward any position
descriptions you have for such a position in your state.
A:
- Arizona: Ethnic/Rural Outreach Coordinator:
Responsible for determining the needs and developing programs
for populations that may be inadequately served. Specifically,
the populations to be served will include, but not necessarily
be limited to Rural areas, American Indian, African American,
Hispanic, Asian Pacific Islander and LGBT. Plans, implements
and administers program needs of populations defined by
the Centers for Disease Control as disparate. Reviews and
assists in the preparation of contracts, grants and other
agreements necessary to the implementation of the program.
Monitors program performance to assure conformance with
contract requirements, rules and regulations. Prepares reports
and present study results to the Office Manager regarding
the needs of the subject populations and the successes and
shortcomings of the efforts on behalf of these populations.
Attends and conducts a wide variety of meetings, conferences,
workshops and seminars as necessary.
- Indiana: Director of Diversity, Smokefree
Indiana:
General Statement of Position Function: Professional
staff position to coordinate and provide staff support to
increase diversity and eliminate tobacco-related disparities
under the Smokefree Indiana Project.
Characteristic Duties and Responsibilities:
- Support – Serve as
a liaison to other professional organizations at the
local, state, regional and national level.
- Program Development –
Includes establishing relationships, assessing needs
and readiness for involvement, resources, barriers and
developing implementation plans for tobacco control
among diverse populations. Develop program objectives
and implementation plans for public health organizations
that are planning to address tobacco related disparities
in the State. Assist in developing statewide networks
serving populations disparately affected by tobacco
and build communication between the state and national
networks that serve priority populations.
- Recruitment — Includes
the assisting in the development of recruitment materials
and messages and accurately explaining the project goals,
objectives, priorities and activities in a professional
manner via public meetings and presentations and telephone
conversations to recruit diverse partners. Includes
recruiting key stakeholders in public health to address
the strategic plan on tobacco-related disparities and
agree to develop or direct programs that serve populations
disproportionately affected by tobacco.
- Consultation and Technical Assistance
— Includes providing culturally appropriate tobacco
control resources and information to staff and all coalition
members and assistance in the delivery of tobacco control
activities. Act as a technical assistant/trainer for
the Centers for Disease Control/Office of Smoking and
Health’s project on identifying and eliminating
disparities for other states funded by the National
Tobacco Control Program.
- Creation of Materials —
Includes the creation of exhibits, displays and educational
materials that effectively communicate project objectives
to diverse populations. Development of materials that
educate and/or effectively communicate identifying and
eliminating tobacco-related disparities to public health
organizations and key stakeholders in the State.
- Promotion — Promotes
culturally appropriate tobacco prevention and control
activities and the Smokefree Indiana project to coalition
members and at local, state, regional and/or national
meetings. Promote the strategic plan for identifying
and eliminating tobacco-related disparities to coalition
member and at local, state, regional and/or national
meetings as well as to non-tobacco control key stakeholders
that play an integral role in the implementation of
the plan.
- Writing — Submit monthly reports
on tobacco control efforts within diverse populations
to the Project Manager and write and submit grant proposals
to support control efforts within diverse populations
as requested. Build grant writing capacity for diverse
populations addressing tobacco control in their communities.
- Other duties as assigned
Minimum Acceptable Qualifications:
- Educational: Earned bachelors
degree.
- Experience: Minimum of six
months of public health experience or equivalent internship
experience including experience in community organization,
coalition development, recruitment and retention, advocacy,
consultation and technical assistance among diverse
populations.
- Skills: Excellent written,
verbal and advocacy skills; experience creating presentation
materials; computer proficiency; ability to interact
positively with various constituencies; and working
in a collaborative manner with fellow employees.
Additional Preferred Qualifications:
- Educational: Bachelors or
masters degree in health education
- Experience: Additional
years of successful experience working in public health
with diverse populations and grant writing experience
- Skills: None
Term and Conditions of Appointment:
Term: This is a contract position
with appointment contingent on external funding and reappointment
contingent on satisfactory performance and continuation
of external funding. Salary is competitive.
- West Virginia: Minority Health Manager,
Health and Human Resources Specialist, Senior:
- Provide leadership, technical assistance, and coordination
to the Minority Health Advisory Council.
- Ensure proper structure for the Advisory Committee
and statewide representation on the Minority Health
Coalition.
- Work with the Health Statistics Center to ensure up-to-date,
accurate data is available with regard to health disparities.
- Communicate with Subcommitte D of the WV State Legislature
to ensure all recommendations of the committee are met
with regard to minority health disparities.
- Ensure integration and coordination of minority health
issues with other programs within DHHR.
- Provide community trainings to improve health disparities.
- Provide internal advocacy, consultation, and expertise
regarding program and policy development.
- Maintain effective relationships with community-based
organizations, coalitions, and health care networks.
- Organize opportunities for the Program to secure new
resources that will improve health for racial and ethnic
populations within the State.
