Sample RFPs for marketing services – 7/30/10

Q: North Dakota is in the process of putting together an RFP for marketing services. They would like to see samples of other state RFPs to use as a guide. Following is a list of what North Dakota is seeking.
 
Here is a listing of the RFP services for the North Dakota Center for Tobacco Prevention and Control Policy:

RFP REQUEST FOR SERVICES:
The North Dakota Center for Tobacco Prevention and Control Policy is soliciting proposals for a marketing services contractor which includes developing marketing and advertising strategies, media placement, formative research and public relations.

1. Marketing and Advertising
   1. Assist CTPCP in the development of a comprehensive marketing plan.
   2. Assist in the development of a budget for print, broadcast, point-of-sale and other media production.
   3. Assist in the development of specific plans to maximize awareness of de-normalizing tobacco use; educate the public, policymakers and media on the impact of tobacco use in North Dakota; raise awareness among audiences about the role of the tobacco industry causing death and disease in North Dakota; inform the public, policymakers and media about changes in public beliefs with regard to tobacco.
       
2. Media Placement
   1. Media placement includes traditional and non-traditional: print, broadcast and online.
       
3. Research
   1. Ability to conduct ongoing research, assessing the market and message trend analysis
   2. Identify and strategically develop key messages and delivery approaches.
   3. Gain insight on populations with highest risk for tobacco use in ND.
       
4. Public Relations
   1. When necessary, assist the CTPCP in public relations efforts, including but not limited to: special events, training and media writing.
       
5. Social/Viral Media
   1. When necessary, assist the CTPCP in social/viral media; development & maintenance.

NOTE: Surveillance, evaluation, and campaign effectiveness measurement to track market impact will be conducted through a third-party contractor to assure unbiased view of the work being conducted.

A:

1. Alabama: I'm sorry that Alabama doesn't have anything to contribute to assist North Dakota. We've never had enough funds to do an RFP for a media contractor!
    
2. California: The California Tobacco Control Program released procurements for a paid advertising campaign contractor and a public relations contractor in 2009. Procurement documents are accessible in the Archive Section of the Tobacco Funding Opportunities and Resources website available here.
    
3. Nebraska: Attached is Nebraska’s most recent media RFP. The Scope of Work begins on page 24. The vast majority of information prior to the Scope of Work is language that we’re required to include.
