RFPs and Contracts for Local Program Evaluation – 8/6/09

Q: The Oregon Tobacco Prevention and Education Program is beginning the process to get a contractor to assist with a large-scale, multi-year evaluation of local tobacco control programs.  We are seeking examples of requests for proposals and contracts for local programs evaluations. The evaluation goals and methods will be developed in partnership with a number of key stakeholders, so it will be important to structure the RFP and contract to maximize flexibility.

A:

  1. Arkansas - Below is a sample of a previous RFP used to select TPCP’s program evaluator. Hope this will be helpful. Please provide TPCP with feedback received from this request as our program continues to strengthen program evaluation.
     
  2. Indiana - Below is the RFP for Indiana’s evaluation and research coordinating center. It includes much more than just the local program evaluation, but may be useful.
     
  3. New York - Below is the most recent NY Independent Evaluation RFP. Although the focus is on a statewide evaluation, there may be useful components addressing evaluation of local tobacco control partners.
     
  4. Texas - The Texas tobacco program sole-sourced a contract to the University of Texas – Austin to do the evaluation of our Tobacco Prevention and Control Coalition contractors who are implementing a comprehensive tobacco program in their defined communities.  We did not do an RFP. Please see the Statement of Work that lays out the contract requirements for the evaluation.

  5. West Virginia - The West Virginia Division of Tobacco Prevention collaboratively does evaluation through the West Virginia Bureau for Public Health’s Health Statistics Center (HSC) and by contracting with West Virginia University’s Prevention Research Center (WVU-PRC) to monitor and assess the effectiveness of our tobacco prevention and reduction efforts.
     
    The HSC employs an epidemiologist solely dedicated to our surveillance evaluation efforts of the Division of Tobacco Prevention. This epidemiologist is a part of a Chronic Disease Epidemiology Unit, and this collaboration ensures that our surveillance/data will be more integrative and comprehensive.
     
    The partnership with the WVU-PRC was initially established in 2001, and an Evaluation Oversight and Coordinating Unit (EOCU) was established as the independent evaluator for all DTP programs, interventions. The unit ensures that every WV tobacco prevention activity funded by the DTP is evaluated to:
     
    1. Determine the extent to which program and activities meet their goals,
    2. Establish what approaches work best, and
    3. Understand how to make program improvements.
       
    The EOCU provides for an individual technical advisor for each DTP program and administration, giving consistent standards for assessment and criteria for success. With a specialty in program and systems evaluation, the EOCU also works with other state and academic partners to evaluate various health-related prevention, intervention, and education activities at both the local, regional, and statewide levels.
     
    In brief, the WVU-PRC EOCU:
     
    • Develops state-level RFPs related to tobacco prevention and reduction
    • Establishes funding criteria
    • Reviews submitted proposals
    • Provides funding recommendations to the WVBPH DTP
    • Provides evaluation oversight for all the DTP-funded programs
    • Provides ongoing technical assistance to the DTP and its subcontractors
    • Administers evaluation and dissemination training to the DTP staff and its subcontractors provides for an independent prevention so partnerships ensure that our tobacco prevention and cessation efforts are founded in science, responsive to communities, and accountable to state policy makers.
