Coordinated School
Health Programs – 11/7/06
Q: Arkansas is in the process of revising
and releasing our Request for Applications (RFA) for School
Programs and plans to work with our coordinated School Health
Programs. Have any states worked with Coordinated School Health
Programs and if so, do they have any documents or forms that
we can review to gather ideas to include in our RFA?
A:
- Maine: In Maine we collaborate with our
state level Coordinated School Health program (a collaboration
between the Dept of Health and the Dept of Education) requiring
each community grantee to contract with a school administrative
unit (SAU) in their service area to hire a school health
coordinator and implement all 8 components of a coordinated
school health program. As a component of that contract we
require a strict written tobacco-free school policy approved
of by our program and implementation of the DASH guidelines
for tobacco prevention in each of the contracted SAUs. Contact

- Michigan: The Michigan Department of
Education (MDE) is organized around the Coordinated School
Health Programs (CSHP) model, and how the CSHP model is
incorporated determines the funding for MDE. Therefore,
MDE is the state organization in Michigan that is most involved
with CSHP. The Michigan Department of Community Health (MDCH)
Tobacco Section and MDE collaborate on state initiatives
and projects around 24/7 tobacco-free schools. Documents
we have developed that includes the CSHP model, with resources
on how to develop a CSHP team, is the Michigan 24/7 tobacco
free schools guide and a tobacco-free schools enforcement
kit that includes a checklist for administrators. The guide
and the checklist include information and links on how to
develop CSHP teams.
- Oklahoma: (two responses, a & b)
- a.) In Oklahoma we don't have coordinated school health.
I remember 3-5 years ago the American Cancer Society came
out with a coordinated school health manual. I no longer
have a copy of it in my office. Perhaps you have a contact
with them and they can assist you. Sorry I wasn't more help.
b.) In our Comprehensive Community-Based Programs RFP we
have a condition that requires a prior approval of certain
expenditures that includes the purchase of classroom or
school-based curriculum. "Curriculum can only be purchased
and provided to school districts that do not accept funding
from any tobacco company, their parent company or subsidiary,
and have adopted a tobacco-free campus policy that covers
the entire school grounds, property (vehicles, etc.), and
school sponsored events, 24 hours a day, 7 days a week."
- West Virginia: West Virginia works VERY
closely with our DOE in our Raze (Youth Advocacy) efforts
statewide. We have a network of school tobacco prevention
specialists (based in our RESA areas) that help us do our
statewide youth prevention efforts according to "School's
Best Practices for Tobacco Prevention.
