Use of RFP Process to Conduct Adult Tobacco Survey - 8/17/07

Q: North Dakota must use a Request for Proposal (RFP) process to conduct its Adult Tobacco Survey and is seeking examples of RFPs from states that have gone through a similar process.  The survey will be conducted in the next 2 years and this is the first time North Dakota has received funding to do the survey.  Any examples or assistance is appreciated.

A:

  1. Alabama - Alabama did not have to use an RFP.
     
  2. Illinois - To assist with the inquiry from North Dakota regarding an RFP used to solicit bids to conduct the Adult Tobacco Survey (ATS), the attached document is submitted from Illinois.  The attached RFP was used to solicit bidders to conduct the ATS and Youth Tobacco Survey (YTS) in Illinois per the state's procurement rules:
  3. Ohio - Ohio did a split BRFSS/ATS for the first time this year, and we bid out for it this year.  2007 BRFSS/ATS RFP for Ohio can be accessed at:

     
  4. West Virginia – West Virginia was not forced to do the ATS per an RFP in the past.
     
  5. Idaho - In response to your question for documentation relating to ATS RFPs, attached are copies of all of the files associated with our most recent ATS RFP (for the Idaho Tobacco Prevention and Control Program):
  6. Kentucky - Kentucky does not do the ATS.
     
  7. Minnesota - Attached is a copy of the RFP that Minnesota used for our most recent ATS. The survey is a collaboration among ClearWay Minnesota, Blue Cross Blue Shield of Minnesota and the Minnesota Department of Health.  Questions should be sent to Ann St. Claire at Clearway. Her number is on the RFP.
  8. New Hampshire - Attached is NHs last RFP.  Our last ATS was in the fall of 2002 - we lost funding for the second year - and we are gearing up for another in fall of 2008.  It would be helpful to receive the examples that are submitted in response to your request.
