Staffing competencies and job descriptions for local tobacco control programs - 5/4/07
Q: The Oregon Tobacco Prevention & Education Program wishes to compile recommended staffing competencies and sample job descriptions for staff of local tobacco prevention programs. Specifically, this is in regard to staff for local coalitions housed in local health departments, tribes, schools, and community-based organizations. We are also interested in any information TCN members may have from salary studies or salary recommendations for these positions. Do you have information, materials, or references you can share?

- Alabama - Alabama has what we call Form 40s, which outline the tasks and responsibilities of each position. The state merit system outlines the educational requirements and experience required for each classification for each position. Both would be needed to answer Oregon's question. Technically, the state personnel department reviews and updates salary ranges for each classification, but most are several years old.
- New Jersey - The New Jersey Department of Health and Senior Services sponsors eight Quitcenters in the State. There have been as many as 17 and as few as five depending on the budget. The grant has remained at $108,000 per year. The Quitcenter is required to have at least two tobacco dependence treatment specialists who provide a total of 35 hours/week of treatment. The specialists must complete a 5-day training conducted by the University of Medicine and Dentistry- School of Public Health and pass the final exam. To be part of the Quitcenter, they must have either a Masters degree with 2 years of experience or a bachelor's degree with 4 years of experience. The Quitcenters are usually hospital centered and depend on significant in-kind assistance that covers the facility, marketing and portions of the salaries for both specialists and clerical assistance.
- Washington - Washington State obtains job descriptions for all tobacco coordinators when they submit a work plan. Washington would be happy to share a CD with these descriptions.
